    Xavier Bettel was born in Luxembourg on March 3, 1973, to a local wine merchant father and a French mother of Russian descent.

    After graduating high school, he pursued higher education, obtaining a master's degree in public and European law and a DEA in political science and public law from the University of Nancy II in France. He also studied maritime law and ecclesiastical law at Aristotle University of Thessaloniki in Greece.
